ASAHAN, EN HALOSUMUT – The Regent of Asahan, H. Surya, BSc, attended a friendship gathering (silaturahmi) with the large family of the Deli Tua Integrated Family Association (IKDH) Asahan, held at a local residence on Saturday (May 9, 2026).
In his address, Regent Surya expressed his deep appreciation for the IKDH Deli Tua community, which has consistently contributed to the social fabric and harmony within the Asahan Regency. He noted that such gatherings are essential for strengthening bonds and fostering collaboration between the government and community organizations.
The highlight of the speech occurred when the Regent turned his attention to human resource development. Surya emphasized that the Asahan Regency Government is fully committed to improving the quality of its bureaucracy. He explicitly stated his support for Civil Servants (ASN) within the Asahan environment who possess the ambition to continue their higher education to a more advanced level.
“We will not hinder any ASN who wishes to pursue further studies. In fact, we encourage it. Higher education brings new perspectives, specialized skills, and a professional mindset that is crucial for the progress of our region,” said the Regent during the event.
Surya further explained that improved educational backgrounds for ASNs would directly correlate with better public service delivery. He urged those interested to follow the proper administrative procedures, ensuring that their academic pursuits align with the technical needs of the local government.
The event concluded with a warm session of dialogue and a group photo, marking a continued synergy between the regional leadership and the Deli Tua community residing in Asahan.
The policy of supporting higher education for Civil Servants (ASN) in Asahan Regency is a core component of the regional vision: “A Prosperous Asahan that is Religious and Character-driven.” The local government recognizes that modern bureaucratic challenges, especially in the digital era, require specific academic qualifications at the Master’s (S2) or Doctoral (S3) levels. This support is formalized through official mechanisms such as “Study Permits” (Izin Belajar) or “Study Assignments” (Tugas Belajar), which allow employees to upgrade their skills while remaining part of the civil service.
Improving the educational qualifications of ASNs will directly boost the Bureaucratic Reform Index in Asahan. Employees equipped with the latest academic knowledge are more likely to innovate in public service delivery, adapt quickly to new technologies, and possess superior managerial skills. For the general public, this translates to faster, more transparent, and highly accountable government services, ultimately driving regional economic growth.
To ensure this program operates effectively without disrupting daily public services, the Asahan Regency Government has implemented a competency mapping strategy. ASNs are encouraged to select study programs that are strictly relevant to their current technical roles. Furthermore, the government promotes the use of executive classes and ministry-funded scholarships as a solution to financial barriers, ensuring that personal development does not place an undue burden on the individual or the regional budget.
